"We've united top British writing talent with the freshest and newest interactive ideas to make appointment to view content for soap loving British teens," Mr Goodwin explained.
It will be called The Cut and has been created by BBC Switch and EastEnders writer Al Smith in work with KateModern producer Pete Gibbons and director Sarah Walker.
Mr Goodwin added that the show will be full of pop culture references and plots suggested by teenagers themselves.
